The Challenge
Brazil is at a decisive moment in transforming its climate commitments into concrete action. To achieve this, it is necessary to strengthen climate governance, promote coordination among different stakeholders, and expand access to financing to enable a just and low-carbon transition.
The Solution
PoMuC II supports the Brazilian government in the development and implementation of transformative climate policies, the strengthening of institutional capacities, the mobilization of climate finance, and the promotion of policy dialogue and knowledge management. The initiative adopts an integrated multi-level governance approach, incorporating climate justice, gender equality, social participation, and biodiversity conservation as cross-cutting themes.
Key Results
- Support for the Federative Dialogues of the Climate Plan and for the development of the Sectoral Mitigation Plans and Cross-Cutting Strategies of the 2024–2035 Climate Plan.
- Strengthening climate governance through support to the Interministerial Committee on Climate Change (CIM), its thematic chambers, and monitoring and transparency tools such as IndicaClima.
- Development of the National Climate Finance Strategy, including the design of innovative financial instruments under the Climate Fund, with results incorporated into PAAR 2026 in partnership with the Ministry of the Environment and Climate Change (MMA) and the Brazilian Development Bank (BNDES).
- Implementation of the Climate Innovation Hub for the Amazon, including a pilot acceleration program for climate businesses in partnership with Impact Hub.
- Preparation of the study “Unlocking Brazil’s Climate Tech Potential”, which mapped the main financing barriers faced by climate startups in Brazil.
- Organization of the Climate Tech Investment Summit, connecting investors, government representatives, and entrepreneurs to strengthen Brazil’s climate technology ecosystem.
- Capacity-building for venture capital funds on ESG practices and climate finance, expanding the integration of environmental and social criteria into investment decisions.
- Strengthening the capacities of public managers, the private sector, and civil society organizations to design and implement climate policies aligned with a just and inclusive transition.
Why Does This Matter for Brazil?
The project directly contributes to the implementation of Brazil’s NDC and its climate neutrality target by 2050 by strengthening mitigation policies, financing mechanisms, and institutional capacities. By promoting inclusive and integrated climate governance, the program supports sustainable development, biodiversity conservation, and a socially just ecological transition.
Additional Information
In addition to its work on governance, financing, capacity development, and climate policy, PoMuC II serves as the Climate Initiative Interface (IKI Interface) in Brazil, fostering coordination among projects supported by the initiative in the country and strengthening the exchange of knowledge, experiences, and good practices. In this role, the program connects national and international stakeholders, enhances synergies among different initiatives, supports Brazil’s participation in global climate and biodiversity agendas, and helps position the country as a strategic partner in implementing solutions for a just and inclusive ecological transition.
