The Challenge
Brazil is the world’s 5th largest GHG emitter and ranks 2nd in potential species loss from land use, yet its circular economy remains mostly limited to waste management, disconnected from climate and biodiversity policy. Linear industrial production drives emissions and ecosystem degradation across key sectors. Fragmented regulation, weak institutional capacity, and lack of finance prevent firms, especially SMEs, from transitioning to circular models.
The Solution
CB-ACES integrates circular economy into Brazil’s climate and biodiversity agenda through policy support, capacity building, circular business pilots, and investment facilitation.
Key Results
- Comprehensive baseline assessment completed across partner countries, mapping circular economy policies, regulatory gaps, and sectoral environmental footprints in priority industries.
- Target sectors identified for each country through a multi-criteria analysis covering policy priorities, environmental footprint, economic importance, and gender considerations.
- Country missions conducted with multi-stakeholder consultations, technical workshops, and validation of findings with government counterparts and local partners.
- Full project proposal developed, translating preparation phase findings into a detailed implementation roadmap covering policy, capacity building, business model piloting, investment facilitation, and a dedicated gender output.
Why Does This Matter for Brazil?
CB-ACES directly supports Brazil’s updated NDC target of reducing net GHG emissions by 59–67% by 2035, in which circularity is an explicit National Mitigation Objective. It helps operationalize PLANEC 2025–2034 and the National Climate Change Plan, shifting focus from downstream waste to upstream industrial transformation. By engaging SMEs, waste pickers, and women in value chains, the project advances a just transition that combines decarbonization with inclusive economic development.
