The National Climate Change Plan (Plano Clima), launched this March in Brasília, received support from the Brazil-Germany Cooperation for Sustainable Development. The projects Climate Policy Programme (PoMuC) and ProAdapta, implemented by GIZ Brazil, provided technical support to the development of the instrument, strengthening the integration between climate policies, strategic planning, and implementation mechanisms.

The Plano Clima is the main planning instrument guiding Brazil’s response to the climate crisis through 2035. The document establishes guidelines for reducing greenhouse gas emissions, adapting to climate impacts, and strengthening climate finance. It updates the National Policy on Climate Change (PNMC) and guides the implementation of the Paris Agreement, including the fulfillment of Brazil’s Nationally Determined Contribution (NDC), which foresees a reduction of 59% to 67% in net emissions by 2035.

The Climate Policy Programme (PoMuC) and ProAdapta are a partnership between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Ministry of the Environment and Climate Change (MMA), in cooperation with the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). Both projects are part of the International Climate Initiative (IKI), implemented by GIZ, and contribute to promoting integrated, resilient climate policies aligned with global sustainability goals.
